I am totally agreed with you guys, that CSS result is always 100% fair.
This mean that FPSC is performing its task fairly. So why can the bureaucrates?

For CSS examination U can always count on ONE "Sifarish" of a General i.e, GENERAL KNOWLEDGE. Trust me it pushes your case by leaps and bounds.
