I am sure, you can calculate by yourself with the help of DRAP Service Rules, CEO can grant advance increments if an individual possesses higher qualification than required

RO-13 is facing court proceedings now, there is now possibility that final judgement may affect whole recruitment process or certain aspects of whole recruitment I guess, No body can assure the permanency of these posts, due to ambiguous structure of DRAP, there are Civil Servants & DRAP, two different service ACTs, dealing TWO different privileged or underprivileged groups of people. I think these courts cases will not end until & unless there is a clearly defined one structure in DRAP.

Well, recently, DRAP Service Rules 2015 have been published in Official Gazette of Pakistan. Nomenclature of posts and rules and regulations are pretty clear. Civil Servants are in Dying Cadre and they are aware of it. At the moment I won't blame civil servants. In 2012, they were given the option to convert their cadres into DRAP. DRAP had no service rules back then and employees were afraid of their fate. All of them are of view, in 2012, it was out of question for them to go for DRAP as there was no service structure defined. In 2015, they were again given an option to convert, a few of them (not having official home) converted again. At this moment, all Civil Servants have Government Quarters/ Houses in their possession in the vicinity of Islamabad. These servants start from Naib Qasid to the level of Director. They are of view, as per current hiring rates its not possible to hire a house in Islamabad, so why would they surrender their seniority and house.

Now lets go back to past, year is 2007 and NCA (National Command AUTHORITY) has been authorized to take control of nuclear and strategic sites etc. Employees serving in strategic organizations were Civil Servants in BPS Pay Scale. NCA decided to bring all organizations under one Umbrella and Special Pay Structure called Special Pay Scale (SPS) were announced. Employees serving in BPS were given option to go for SPS or remain in BPS, majority, I repeat, majority switched as Allowances in SPS structure were way more than that of BPS. Later on, those left, within 2-3 years were frequently given the option, those who didn't join were then told that they will be sent on Compulsory Retirement or they won't have the right to get promoted. Well, tactics worked, NCA Act 2010 (available on the internet) can be read for reference. Now notice that there was no Service Structure at the time for those employees, nonetheless, NCA ESR 2007 existed at that time but not with nomenclature etc.

I being in DRAP currently, I see the Civil Servants, they too are human being and yes they are not perfect, but I can see their pain and reasons (not 5 fingers are equal)

They are all aware that their posts are in Dying Cadre and they have no fate in DRAP but the reason for not conversion (I have clearly stated above). And you should also know that they are aware that when and if management changed to DRAP Employees (New Directors, DDs, ADs), they will be kicked out of DRAP and be transferred to Governments' Surplus Pool, so you can say hand may be involved in disturbing the recruitment of new Directors.

All-in-all, sooner or later, matter will be resolved IN SHA ALLAH.

Surely they will hire, court has already ordered them to appoint permanent DRAP Directors, 98 Additional Directors (RO-12) have joined DRAP (A few didn't join so the letters to next candidates on merit list have been issued) and 98 is a biggish number! They all have also assumed the charge of their respective posts. I am unaware of any hearing about RO-13, it would be best if you get the Case No. if a proceeding is going on you'll remain abreast of its updates, or go to Wafaqi Mohtasib (WM) as they make everything crystal clear, Thanks to the Additional Director who previously filed the case in WM and 150+ people have been appointed so far because of the orders of WM. So hope should be kept at the highest levels.

I heard from a few in the office that DRAP is abolishing RO-13+ appointments and basing some anomalies raised in advertisement. I think they are saying that qualification criteria was too high and conflicting.
