as per my knowledge ...

i think NOC is required if any one wants to transfer his services i.e his services period continues , last pay, any annual increment etc.
But if some one does not wants to transfer his service and start to work as fresh employee,then he does not need NOC.

one more thing is :
if an employee change his job like GOVT--->Pvt----->GOVT. then what will be the case ?

if you mentioned that you are govt. employee, then NOC is mandatory(even if you don't want service transfer) and after selection your service will transfer. If you don't mentioned about govt. job then no NOC is required and service will not transfer.
Govt to private = NOC required.
private to govt. = No NOC required.

Bhai govt to pvt k liay konsa noc chahiay hota ha???? Simply resign and join.... Ye noc or apply through proper walay chakar govt sector k liay ha....!!!

Only for govt to govt or autonomous (I.e paec, nha, drap etc)

If you are serving in govt job and want to switch job(to other govt job or private job), you will need a NOC. Agar aap NOC liyay bagair private job k liyay apply krte hn aur select ho jate hn, to possible hai k current(govt.) department aap ko discharge/release na kre ya kuch fine kre. NOC ensure krta hai k selection k bad aap ko govt. job chornay may koi masla na ho.

i am not telling about my department, its a general rule to get NOC unless you resign first and then apply for other job.

Bhai civil service rule me ager koi new amendments hoi ho to pata nai wrna mene apne govt sector ki service me aisa koi rule nai dheka.... It misguides to others, so.....!!!

Bhai may bs yeh kh raha hn k NOC ly lene se aap ko future may koi masla nai hota.
Lets suppose aap ek govt job kr rhe hn(with 2 year contract) aur ek private company ka appointment letter b aap ko mil jata hai, to app us govt job ko forun chor k nai ja saktay. Aap ko kuch arsa pehlay department ko notice dena parta hai ya salary as fine submit karani parti hai(duration and fine vary from department to department). So bad may zaleel hone se behtar hai k pehlay he NOC ly lain.
And secondly people rarely leave govt jobs for private ones :)
