No, diploma in computer is not required. You need to submit just a simple certificate that certifies that you have completed blah blah course and you have learnt ms office, ms word, power point and excel in this course. Certificate issued by any private academy is accepted.

what if one has simple BA, and masters in public administration,can he apply for the said post??
or one needs Bcom or BA with economics etc?

Bro It's Minimum Requirement for eligibility. Marks Kaam ho to apply ni kr sakty zyada ho to it's an edge. Agar BMI ka chakar hoa to BMI k according krna pary gaa weight. Aur Koi Problem ni.
