can anybody tell me? If I am shortlisted in Merit quota for this post, Is it presumed that I shall be shortlisted for provincial quota as well?

Secondly do we have to re-appear for interview on provincial quota basis following the interview of merit quota?

No you will not be shortlisted against provincial Quota.But in final selection if you did'nt qualify in open merit you may be selected against provincial Quota.
only one interview will be.

You will be selected in provincial qouta . my friend selected in both categories. In first interview, interviewer himself told him that will also be called for provincial qouta.

FPSC again posted Required documents list from Sind (Urban) candidates just like Balochistan couple of months ago.
Check the Document Required List on FPSC website.
