I am quite sure Driving License is NOT mandatory as driving proficiency was required not the license. Proficiency was required when the JPOs were hired recently and condition is same for the POs. Interesting fact is JPOs were not even tested for their driving proficiency.

this is what exactly i have been told that there is no driving test for PO this time. But priority will be given to the license holder candidates.

Yes there was no driving test for JPO. i called one of my friend last night. waiting for the result :3
