in fact this job restrain you to do this , they will not issue you NOC
if you left you job without the consent of Govt of pakistan then they will issue you a letter showing you non serious attitude toward govt jobs

salary is not sufficient i think

Salary is really not enough! I am getting 45k plus from my current employer. I am not going to join it.
