Default Assistant (BS-14) Place of Posting

Need Proper guidance:what if some one Dwelling in Islamabad got selected and recommended for Assistant post and place of domicile is Chakwal. So where S&GAD department will do his posting, either in Lahore, Chakwal or near islamabad (rawalpindi) ?

what is the expected salary S&GAD offering for this post?

Dear how did you manage to print it out from ppsc site whereas it has not been included in the list where letters for number of other posts have been given.

the information i am going to share here with you guys is what i got through the air under the clouds...i heard that Assistant (BS-14) will be promoted to Assistant (bs-16)within few weeks in S&GAD department .All Assistant BS-14 promoted to BS 16 in other provinces ?????

S&GAD departmental promotions held consistently and timely.i agree..

if regular promotions will be given , an assistant will be promoted to Section officer (BS-17 ? ) within 08 years and after passing only 02 papers. ??

SERVICES AND GENERAL ADMINISTRATION DEPARTMENT

The Services and General Administration Department is working with a mission to create an efficient, professional, qualified and accountable human resource to achieve the envisioned objectives of good governance and sustained development in the province. This department comprises of several wings which are as follows:

Services Wing
There are four Sections in Services Wing:
Section-I deals with the establishment matters of all BS-18 and above officers belonging to DMG and PMS, cadres. In addition to that the section acts as a focal point for initiation of policy inputs concerning civil service reforms.

Section-II deals with establishment matters of BS-18 and above officers of Police/Prisons Department. Besides, it also deals with the promotion cases of DSP to SP, reimbursement of medical claims, pension, G.P. Fund etc.

Section-III deals with monitoring of litigation, relating to Services Wing, S&GAD and Management of interns under National Internship Programme in all districts ofPunjab.

Section (Legal) deals with the court cases pertaining to Services, Establishment and Confidential Wings of S&GAD in High Court, Supreme Court of Pakistan, Services Tribunal and Provincial Ombudsman.

IRG Wing
IRG Wing is the Governors’ Task Force which suggests ways and measures for making government functioning efficient, cost effective and people friendly through reorganization, restructuring and maximum reliance on Information Technology.

Archives Wing
The Archives Wing is responsible for preservation, conservation and utilization of archival material for research and reference purpose.

The major functions of Archives Wing are:
Conducting research on projects of the Archives Directorate

Preservation and restoration of historical record kept in Punjab Archives which date back to 1804

Research and reference facilities to Provincial and Federal Departments as well as to students, scholars, native and foreigners

Collection of records from departments for storage, listing and vetting of drafts lists

Maintenance of Archival Museum of the Punjab Government

Issuance of NOCs for record and books etc. to retiring Secretariat Officers
Attached Sections
The objectives of the Archives Wing are achieved through the following Sections:

Historical Record Office (Anarkali Tomb)

The records dating back to 1804 are preserved in this section. There are two categories of the record, i.e. Persian and English Record. The Persian Record mainly relates to the Khalsa Darbar/Lahore Darbar, Ludhiana Agency, Nabha Jind, Patiala, Bahawalpur and Jummu and Kashmir States.

The English Record covering the year, 1804-1947 pertains to the affairs in Afghanistan, Delhi, Ludhian and Karnal Agencies, Ambala agency, North West Frontier Agency, Lahore residency and miscellaneous subjects. These records reflect the cultural, socio-economic and political history of the region. It is the largest repository in the country.

Central Record Office
The significance of the Central Record Office is of paramount nature because it deals with maintenance/preservation of record older than 10 years pertaining to various administrative departments of Civil Secretariat.

Old Record Office
The record pertaining to the period 1990 to 1947 are preserved in Old Record Office. This record is crucial for the development of political, social and economic history of the early 20th Century, a period in which the activities leading to the creation of Pakistan took place.

Microfilming Unit
The Punjab Archives contains record dating back to the year, 1804 which has affected the state of record on account of their age and climatic conditions. The risk of war, worms and insects also pose threat to the record. The Microfilming Unit is responsible for fumigation, microfilming, lamination, repair and restoration of documents.

Secretariat Library
The Secretariat Library was established after 1858 and it contains valuable books, district gazetteers and reports etc. The Library caters to the reference needs of provincial governments and research scholars. It is considered as one of the biggest departmental library in Punjab, having a unique collection of more than one lac volumes. At present, the following three libraries are also working as part of the Secretariat Main Library.

Official Language Committee
The Official Language Committee was established in 1949 and later on it was re-organized in 1974. The main function of this committee is development and Introduction of Urdu as Official Language. The Committee brings out a monthly magazine titled "Urdu Nama". The rules/regulations, summaries, drafts and questions/answers of Administrative Department are translated into Urdu on the request of concerned departments.
Development Wing
The Development Wing comprises of three Sections namely Development Section, F.G. Section and Petition Section.

Development Section
The Development Section deals with development schemes of government servants housing and government office buildings sector. It coordinates such schemes from preparation stage to approval stage and also monitors progress of the schemes. It also deals with alteration projects in GORs and government colonies.


F.G. Section
The F.G. Section deals with references from the Federal Government, especially directives received from President/Chief Executive Secretariat. It also deals with the subject of Open Katcheries. Periodic meetings to review progress of implementation of various directives are also coordinated by this Section.

Petitions Section
Petitions Section, S&GAD deals with petitions from public received through President’s Secretariat (Public), Aiwan-e-Sadr, Islamabad, Chief Executive’s Secretariat, Islamabad, Cabinet Division, Government of Pakistan (Complaints Wing), Islamabad and from other quarters at Federal level. These petitions are referred to concerned offices/administrative departments and follow up action is taken to ensure prompt disposal of cases under intimation to the Federal Government. The issues of important and sensitive nature are vigorously pursued with the concerned administrative departments to make sure that requisite reports/comments in such cases are sent to the Federal Government on priority basis. Coordination in certain cases of importance received from Federal Government is also conducted to monitor the progress regarding submission of requisite information/reports/comments to concerned quarters.

Regulation Wing
The Regulation Wing is responsible for making the general principles of personnel administration and ensuring consistency of treatment for all government servants in the matter of their rights and the terms and conditions of their services.

The major functions of this wing are:
Framing of laws/rules pertaining to service matters
Periodic review of the organization, staff, functions and procedure of the departments, attached departments and subordinate offices and suggestions for improvement thereof
Improvement of general efficiency and economic execution of government business
Determination of the principles of control of the government servants, including recruitment conditions of service and discipline
Monitoring and implementation of government policies

Procurement Wing
The Procurement Wing is responsible for regulation of purchases of different stores/items by various government departments. The Procurement Wing also deals with the amendments/clarification of Purchase Manual in consultation with Finance Department.

Transport Wing
Transport Wing provides transport facility to D.G. Protocol Punjab for protocol duties as well as to other dignitaries and senior officers. Transport Wing is controlled by Motor Transport Officer while the role of Deputy Secretary (MT) and Additional Secretary (P&T) is of supervisory nature.

The major functions of Transport Wing are:
Maintenance and repair of all official vehicles available in the Transport Pool of S&GAD for protocol and general duties
Maintenance and repair of all official vehicles deployed with Cabinet Members and entitled officers of S&GAD. Establishment and Administrative matters of Staff Car
Co-ordination at various levels in connection with deployment of vehicles with visiting foreign dignitaries/delegations, VVIPs. Issuance of policy matters/instructions regarding use of official vehicles

Personnel Wing
The Personnel Wing provides Official Staff to all Administrative Departments of the Punjab Civil Secretariat. It also takes necessary actions to appoint surplus officers/staff against vacancies and manages all matter pertaining to the surplus pool of the Government of the Punjab.Personnel Wing is in touch with the general public only to extent of recruitment to the direct recruitment posts like stenographers, assistants, junior clerks and naib qasids.

Welfare Wing
Welfare Wing of S&GAD aims to provide necessary welfare oriented facilities to the government officers for smooth functioning of official business.
The major functions of Welfare Wing are:
To deal with establishment matters of class-IV employees of Secretariat sanitary worker, gardener, water carrier, chowkidar, dispatch rider, gate messenger, head jamadar, house hold staff of Chief Ministers Secretariat and 90-SQA, Lahore.
Allotment of office accommodation to Ministers/Advisors/Special Assistants to Chief Minister, and Secretariat Department/Offices.
Coordination in the security matters of Punjab Civil Secretariat with the Security Police.
Distribution of mail through Central Dispatch Agency received from Federal Government and Secretariat Departments outside Secretariat Departments in Lahore vicinity (morning and evening).Drawing and disbursing officer of S&GAD excluding O&M, MTO, Cabinet Wing and Liaison Office.To facilitate the arrangement of Cabinet and other VIP meetings to be held in the Committee Room of S&GAD.Payment of utility bills of Punjab Civil Secretariat and Chief Secretary’s Camp Office. Allotment of residential quarters situated in Punjab Civil Secretariat premises. Coordination with Buildings Department regarding additions/alterations in Punjab Civil Secretariat buildings. Provision of furniture/fixture, stationery, equipment, telephone facilities and other necessary items to offices of S&GAD.
Observance of punctuality in government department/offices.


RESPONSABILITIES ASSISTANTS
The Assistants shall perform the following duties in their Sections:-
a. they will be responsible for all aspects of office work, maintenance of files and correspondence within and outside the Commission.
b. They will maintain reference books and keep them up-to-date by getting the correction slips pasted.
c. They shall be personally responsible for adding to a case any precedent, policy, rules, or regulations relating to it, and for flagging them properly and making references in the margin of the case before its submission.
d. They should undertake reference and research work i.e. acquaint himself with the rules and regulations pertaining to the subjects dealt with in their Section, maintain such statistics as are required and while examining old records, take extracts of important policy decisions etc.
e. They will record advice tendered by any AD on any important matters referred to the Departments in a note book and also keep with them a separate reference collection of important decisions.
f. They will prepare such statements and returns and collect such material and statistics as may be required.
g. They will also maintain prescribed charts regarding:-
a. All outstanding reports and returns due to be received in the Section or to be submitted by the Section; and
b. Time limit cases.
h. In the temporary absence of the Superintendent they will submit and personally explain urgent cases to the Deputy Secretary/Director concerned.
i. They will undertake periodically a proper classification, recording, indexing and weeding of files in accordance with the instructions contained in the Standing Orders under the guidance of the Officer concerned and submit a half yearly certificate of compliance to the Deputy Secretary/Director concerned by the end of June and December each year.
j. They will keep record of all instructions/orders of the Government.
k. They will check consumption statement of stamps submitted by the Dispatcher once a month and put up to Superintendent.
l. They will maintain all ledgers and registers of their seats and will keep account of cases, applications & documents sent to Record Section.
m. They will not receive any visitor.
n. They will compare typing work with the Section Stenographer/Clerk, when necessary.
o. They will generally instruct and guide the Section clerks and supervise their work. In the temporary absence of the Section Clerk, they will attend to any urgent references of cases that may require immediate attention.
p. They will put up reminders for signature of the concerned Officer on due dates.
q. They will do such other office work as may be entrusted to them by the Officer.
The Section Assistant shall:‐

(a) add to the case any precedent, rules, regulations and policy decision relating to it, flag
them properly and make reference(s) in the margin before submission of the case to Section Officer;

(b) undertake “reference” and “research work” i.e. acquaint himself with the rules and regulations pertaining to the subjects dealt with in the Section, maintain such statistics as are required by the Section Officer (e.g. in a Service Branch, lists of officers belonging to a specific cadre,showing their latest postings, etc.) and, while examining old records, take extracts of important policy decisions etc;

(c) record advice tendered by the Services, Law, Finance and Planning and Development Departments in a note book, and also maintain a separate “reference” collection of important decision;

(d) submit and personally explain “urgent” cases to the Additional Secretary/ Deputy Secretary concerned in the temporary absence of the Section Officer;
(e) undertake periodically the proper classification, recording, indexing and weeding of files in accordance with the instructions contained in this manual and submit a half‐yearly certificate of compliance to the Additional Secretary /Deputy Secretary concerned through the Section Officer by the end of June and December each year;
(f) compare typing work with the Section Stenographer/Clerk when necessary;
(g) generally instruct and guide the Section Clerk (if provided in the Section) and supervise his work;
(h) look after the work and duties of the Section Clerk (if provided in the Section) and his
temporary absence;
(j) do such other work as may be prescribed for him by the Establishment & Administration Department or assigned to him by the Department concerned;
(k) maintain reference books and keep them upto‐date by getting correction slips pasted;
(I) maintain charts of all out‐standing reports and returns to be received in a Section and to be issued from the Section. May also maintain record of time‐limit cases;
(m) keep a note of all pending cases and put up reminders for signature of the concerned Section Officer on due dates;
(n) prepare notes of all pending cases to be disposed of at the level of the Section Officer;
(o) do such other office work as may be entrusted to him by Section Officer;
(p) open files and keep a record of movement of files;

(q) watch the necessity of keeping priority and security labels on files and bring to the notice of the Section Officer on the first available opportunity, the need for removing/retaining labels; and
(r) in Establishment, Accounts and Specialized Section/Branches like Budget/Statistics etc,
Assistants shall continue doing noting and drafting on cases as usual

PUC means paper under consideration.
Noting is made about PUC which contains following important points:-
1- Where it comes from?-- subject (e.g PUC is received from Section Officer School education department regarding grant of big city allowance to the teachers of district muzaffar garh)
2- If it has been dealt earlier, the reference will be given in next para (the same has been discussed earlier vide P-??)
3- In 3rd para policy is to described with documentary proof (According to F.D policy, District Muzaffar Garh is not included in Big Cities, So big city allowance can not be granted to the teachers of district muzaffar garh)
4.As per policy, DFA has to be attached. DFA means draft for approval

It is there on ppsc site ... under the head of assistant just select assistant n put your cnic there ... remember just "assistant" is written there not "assistant s and gad".

calls are oftenly received two days before interview, Anyhow if you have acknowledged the email by replying then perhaps they will not call you.
