Yes but this test is for Masters only I think as HEC has given separate advertisement for Phd Scholarships under the Commonwealth program. For that they ave asked faculty members of universities to apply so that would naturally mean someone who has done masters. HEC is the nominating agency and its stupid set of rules do not allow us to apply us for Phd after Bachelors although UK universities do accept students with scholarships. I have an unconditional offer of admission for Phd from Uni of York but thanks to HEC I am not eligible to apply for this scholarship.

what about date of test?
27 sept is in EID days.
Will NTS change date or not?

I dont think so. 27th September would be 4th day of Eid. The test, most likely would be held on the 27th
