Suppose if one qualifies the test but has 2.7 cgpa; will he be considered? For commonwealth, chevening or Fulbright scholarships? what should be the min cgpa? 3.5?

Umair brother were you short listed in 2013? I got 84 that year and merit closed at 85.
Mahi the practice of analytical portion could have been the case with us, who knows. Actually my elder brother said the same to me that this year you have not even given a GAT General. This year, I appeared in GAT Subject only but it is more technical and straight forward. One with technical knowledge can complete that test in half time.

Second, about 2013 yes I was nominated by the IPC and also finally selected by CW, I did my Masters from University of Sussex in 2013-14 on CW Scholarship I think I might have topped in 2013 with 92. I asked around others (around 30 people went to UK, 10-12 from IPC and 10-12 through HEC faculty development program, plus 6-10 on split site (Kinnarid College, CPSP also have nominating rights in Pakistan)), and none of them had scored more than 88. I get to be a little proud on that score though :p

Dear untill you can justify your lower GPA, some reason plus augment it with very good research plans, you are fine to go with it. I made it with 2.83 CGPA. Though it was from IBA with an aggregate percentage of 83.23%. IBA is pretty hard at CGPA allotment.

Yes Mahi, upto my knowledge. Actually IPC never shares the merit list, but HEC scholarships committee does, and they have separate quotas for urban and rural. So what happens is, IPC is also governed by same government quota laws, so I think separate quotas. This does put the merit into the trash can, but then they speak of equal opportunities and social help to less developed areas.

Sir please guide us what will be the further procedure now? Will we be required to submit research proposal? What should we write and what shouldn't we write in motivation letter? What are the other requirements of CSCUK?

If we had worked a little harder on the test you could have guided us with the next step. Little hopes of that now.
Why are you applying this year? For Phd? I think HEC has a separate call for Phd.
As for the rural and urban quota when I had 84 IPC people said merit closed at 85 and there is only one seat left. Three people were at 84 so the they will give it to the oldest of them. So no mention of rural or urban there.
