300 seats are for MS leading to PhD candidates and HEC will process their admission as per HEC emails to me on this subject.

I think it is total 300 seats as written on their website because if 300 are only for ms leading to phd then there is no reason to announce it in May, they should announce it now.
what i think they will only offer the remaining scholarship if phd student don't fill it, so they will send total 300 scholar ms + phd. But as it is difficult to get admission directly in phd that's why they keep the option of Ms.

Do we have the choice of country, should we apply on our own for admission or just wait and leave it all on HEC ? Precisely, what's the next step ?

Well i asked the same specific question from HEC and they answered categorically that 300 seats for MS leading to PhD.

Default PhD list is removed back from website
The list of PhD candidates uploaded on HRDI HEC webpage is removed a few moments ago. Any one have any idea ????

bro go to the beta hec website from their enter into the hrd scholarship home page.
After opening the home page ,then click into the website address line at the top of ur browser , at the end of the of the address it is written "Introduction" ,change it with "default" and you will get the page of merit list.

I know what you mean. Yet, the lists are completely removed. No traces left behind.

lists can be accessed at above location. though, HEC stated these lists were experimental and the final lists would be uploaded soon.
