For some Universities just you have to attach the offer letter by HEC, then University will get the fee directly from HEC.

amnakhan. How is it possible to get hec scholarship without sending them the most required stamp papers and hec attested degrees.

Definitely HEC transfers scholarship amount to university account -not scholar's account but after scholar meets all requirements of hec mentioned in provisional offer letter..

After issuance of provisional letter, it takes about one and half year for funds to be released by HEC but ultimately you will get scholarship amount of all PhD academic years (3 years usually but extendible to 4 years maximum). However if you complete PhD within 3 years it will be a great success
I am also PhD scholar and hope will receive scholarship amount in 4th/5th semester....

So do we have to pay the tuition by ourselves until the commencement of the scholarship? will we get our payment back?

I can't believe this, I was expecting funds in my account before the end of summer vacations. Still optimistic as one of my so called acquaintance received first grant three months after he dispatched his documents to HEC.

It varies from case to case. Those students who completed M.Phil in September 2013, applied for hec indigenous in August 2013, got admission in PhD right in september 2013 have already completed their two semesters until now. And HEC issued provisional offer letters in May 2014. So after that scrutiny of documents by hec and issuance of final selection letters and release of funds to university will also take more than 6 months and at that time students will be entering in 4th semester.
However if any person applied for scholarship in august 2013, didnot got admission in september 2013 in next class and now received hec provisional offer letter and will take admission in september 2014 has chance that he/she will receive final selection letter and scholarship amount in second semester.
Hope it is clear that it varies from case to case...
