The NAtion
Civil judges' selection criteria November 03, 2010 Unfortunately, in Pakistan, the appointments in the lower judiciary especially the selection system leaves much to be desired. CSS is perhaps the only exam in the country, which is conducted regularly. Its tentative advertisement is announced eight months prior to the exam. Candidates are given sufficient time to prepare. There is no ambiguity about the schedule of the exam. But in the case of appointments in the lower judiciary i;e civil judges, the situation is quite pathetic. There is no proper schedule or plan for the exam. Sometimes the exams are conducted by the High Court and sometimes by the Punjab Public Service Commission(PPSC). Sometimes only 10 candidates are selected and sometimes more than 200 are blessed with the job. Exam schedule is so haphazard that sometimes more than one exam is conducted in one year and sometimes it takes years to conduct one exam. For CSS, any graduate having second division may appear for the exam. A young man of 21 may become CSP Officer but in case of civil judge, after graduation 3 years LLB, 6 months apprenticeship with senior advocate and then 2 years of independent practice as an advocate is necessary. Not only this, one has to wait for unpredictable advertisement and recruitment process then. It may take years to wait. Students of law were hopeful that after the dawn of independence of judiciary, the appointments of civil judges would be regulated following the CSS examination model. The authorities concerned should pay heed to develop and reform the examination system. Though I am not a lawyer but above mentioned selection criteria is cent percent right. One have to wait for years to be eligible for competetion. But if you think that LLB has more scope you may go. |
