These topics have been added in the new syllabus of EDS paper. I agree with you on the screening test, though.It was proposed earlier but lost somewhere. Also, i am not sure if IQ test requires more mental capacity than preparing for CSS,considering the opinion based papers and vast syllabus,which needs to be sorted through smart work. . these IQ test are often easy and for kids.

I am also in favour of a Screening test. It will not only give some experience about the upcoming paper but will also let students know their credibility and if they can't make it possible so they can abandon this idea and work somewhere else for their future.

Wrong policies and inadequate planning barred them from introducing screening test. I remember when I started preparation in 2014, screening test was announced to be held in the same year. Now, it has been two years since no step was taken by the commission for holding screening test. This clearly shows idleness and lack of proper planning from the Commission side.

I think CSS has always been like this. For me it was always a very difficult goal. When I was done with my CSS exams in 2016, I knew exactly which subject could fail me. I knew that if I pass precis, I would successfully clear the written exam. Ultimately, I failed in CE-16 attempt because of precis. I am not disappointed or angered at FPSC because I know that I blundered in precis paper. All the sit-in and disappointments usually happen when you get your expectations too high. Many people feel angered at FPSC mainly because they had higher expectations than their paper attempt warranted. I wouldn't say its their fault. Usually, halo effect clouds our judgment and compels us to form unrealistic expectations.

It depends on many things. You have to decide yourself according to your situation. As far as I am concerned, CSS is not worth as much as it is hyped. There are many jobs where you earn much more than the CSS officer and other thing is that CSS candidates after passing become the powerhouse of corruption. As if they have qualified only for corruption. Secondly you have to take the orders of the ministers whether they are right or wrong.
