Default Why age relaxation is not admissible to employees of autonomous bodies?

Hi As per Federal Government Rules/Regulations for appointment to various posts filled through CE, two years age relaxation is admissible to employees of both the Federal and Provincial Governments.
I wanna ask why this age relaxation is not admissible to employees of Semi-Government or Autonomous Organizations such as WAPDA, Banks, Public Sector Universities and similar other Corporations? Isn't it unjustifiable? As these semi governments organizations and corporations get aid from the government, they adopt the government rules/regulations, the pay scales of these organizations are similar to that of Government jobs, they are audited by Governmental auditors, then why does not Government offer them the privilige of age relaxation?
I want to have a serious discussion on this issue. Seniors and fellows especially Raz are requested to contribute their valuable suggestions, comments.

First the age relaxation for gov.employees is 10 years if they have completed 2 years continous service.
Secondly, why it is not applicable for autonomous bodies cuz the people working in them are not controlled by the gov. as these bodies have their own rules/regulations and some times their own salary structures.
The gov. depertments are those that are attached with ministries with the Secratery as head and he has the control on all the administrative matters of the line-depertments.
The employess of autonomous bodies cant enjoy both the cakes at the same time as usually they are getting better facilities/salary/allowances then the govt. employess.

Default Autonomous Bodies

Hi, I am working in Cadet College Hasan Abdal an Autonomous body organization of Govt. of Punjab. I have a confusion whether I should apply through proper channel whenever applying for any federal or provincial Govt. job.

Please need a quick response.
