Question Why migration from one university to other is required?

I graduated from a Government College affilited with PU, Lahore as a regular student in 2005. Now i want to do Master in a subject as a private candidate from University of Peshawar but i have been told to produce a migration certificate from PU, Lahore and the said migration costs PKR 1900/-

I want to know why migration is required when i have left PU,Lahore and now I am a graduate and want to appear in a subject which is not available in PU, Lahore for external / private candidates?

What is the purpose / utility of such migrations?

To check admissions in different programms or universities at the same time.
