1. Preventive Officer
So a preventive officer or inspector custom has to be promoted several time but he/she will still be in BPS-16.

Assistant collector BPS-17 and above officers to BPS-22 are CSP and they come through CSS.

There may be some rumors in this piece of information, so if someone has authentic information, about the procedure of promotions and grades of these posts, may share it here because no one would want to be in BPS-16 even after 15 years.
I think we should concentrate on test not promotion etc we know nothing about it as yet we are not selected or not serving as BS 16 in FBR and They know better.
First and most important stage is Test.
