They signed MoU in Ufa summit in ,2016 but SCO entitled them that they would become permanent members by 2017?

How many time Jibrael a.s came to the court of Holy Prophet s.a.w?. Does anyone know the correct answer as somewhere it is written 24K and somewhere more than 400K.
