confused about age relaxation.? I mean 5 year general age relaxation will be admissible or not.?

Age relaxation is not mentioned in advertisement. What is the difference between upper age limit and general age relaxation? Can anyone guide me. I'm 26 years old belong to northern areas.

Thanks Sir! I want to ask that if a physically disabled person can apply for OM ( BS-09) in IB? If u have any news about that or knows any person physically handicapped working in IB on OM cadres. please guide. thanks
