I dont know much about it since its in a entirely different department but basicly they are responsible for coordinating with international offices of different airlines who are then granted written permissions to overfly pakistan airspace . They pay for these permissions in $$ so the check and balance will also be done by you.
One thing here to understand is that some flights are SCHEDULE like PIA, Airblue which have daily passenger flights from one place to another. And then there are NON SCHEDULE flights like when PIA has hajj operation. Also there are daily about 100 non schedule flights just overflying pakistan which have all sorts of cargo, hazardous material also air ambulance flights etc etc and to grant them permission is the responsibility of Air Transport Depaprtment.
I dont think there are any incentives or licenses in this post. Salary increments are on annual basis and also every june-july budget the government salaries are revised.
As i said i dont know much about this post so i have no idea what type of questions can be expected in the interview

Default Time till interviews to be started

Dear Petarian;

CAA result was declared within 3 days of the test and only 3 daily were assigned by NTS for raising objections in test scores. Does this indicate urgency of recruitment by CAA and prompt holding of interviews? It would be kind of your if you could confirm this from your contacts in HR.

Accomodation is provided and its like this if u r a bachelor then for only Rs.1000/month you get the accomodation in a couple of days and electricity gas etc is free of cost . you just have to worry about the meals, but accomodation takes time specially if u r posted to karachi. at other stations accomodation is not a problem. And yes u will have live with other CAA Officials.
But if u want to move your family then getting the accomodation is a bit difficult and it will cost u your housing allowance which for PG-07 is about 12-14k. and electricity and other utilities will be seperately payed by u.

Someone did mention today that CAA is really expediting the recruitement process this time because there is a good chance that they will have to encounter an other case by the staff. So CAA wants to get it done as soon as possible without facing these problems.
I'll keep u guys updated as the process continues ...

From discussion so far, I have concluded that candidates are called for interview purely based on NTS marks. But what about final merit list prepared after interview?

For DY Manager Air Transport, Aviation experience is preferable. What if someone has not direct experience and has fair knowledge of aviation industry?

Scoring high marks in NTS will only get you to the interview, what you say and do in the interview will determine whether you are given the job or not.
I dont know if aviation experience will have any bearing on the recruitement process but i did'nt know anything about aviation when i went for the interview and i still got the job.

When you go for the interview never speak in urdu and dont ever give wrong answers for simple basic questions which everyone should know the answers to , for example like a candidate was asked what is the spelling of khyber pakhtunkhwa , and another was asked peshawar is in which province to which he replied NWFP. I mean if are that stupid you dont deserve this or any other job. dont be a parha likha jahil. you guys get my point.

Please highlight the duties and responsibilities of Electrical Engineer in CAA. Although they mention in advertisement experience in Installation & Commissioning of Electrical systems but need some details if you can tell.
