yes you are eligible to apply for the said post, because neither the division is mention nor 14 years of education, simply it states BA/BSC/BCOM and equivalent and MA in relevant subjects mentioned in advertisement.

Just go NTS website. They have mentioned everything there. Just download advertisement as well as application form

Not at all, IB is under the direct supervision of Prime Minister while ISI is under the Ministry of defense.
