IF there is compulsion of 1000 words, essay should be of 50 marks and 1 of the Precis,Translation and Tashreeh will have to be dropped.

But if there is no compulsion of 1000 words, then all of them can be accommodated, meaning a shorter essay of 20-30 marks.

Is it mentioned in rules or any of the past paper that essay must be of 1000 Mks?

Yes. It is mentioned in the course outline of compulsory subjects. It's available on PPSC website.

Not mentioned in 2015 but clearly written in 2016 outlines
a. Candidates would be required to write an essay in Urdu of about 1000 words.

Rough division on the base of outline
Essay 1000words 40-50marks
Precis 20marks
comprehension with 5questions 10marks
Correction of sentence (may be given as described in outlines) 5 marks
Idioms/Proverbs/Antonyms/Synonyms 5-10marks
Translation 10marks
