English Essay:

There is little difference amongst CSS and PMS essay paper. Both papers require same set of skills that include , reasonable knowledge of the topic being attempted, command over usage of language(Good Vocabulary) , Coherence and minimum grammatical/spell mistakes. If your essay stands the test of these parameters then you can be sure about your success.

The difference of allocated time(2 hours for pms and 3 hours for css) makes no difference provided that you make a practice of completing your essay with in two hours. The more you will practice, the more you will learn from your own efforts.

UrduUrdu General including Essay)
Paper is divided in to 5 questions:
1-Essay :25 marks
2-Explanation of poetic verse: 20 marks
3-Precise: 20 marks
4-usage of proverbs in sentences: 15marks
5-Translation of an English paragraph: 20

This paper judges one’s overall Urdu Language skills. This has remained a low scoring subject because candidates take it for granted by not preparing it to the required level. In fact we don’t study urdu as language at graduation or post graduation level so our writing skills in urdu deteriorates over the time.So I ‘ll advise the aspirants to take paper of urdu general general very serious because good scores in this paper can make much difference.

Mass Communication:
Last time it remained most opted optional paper and its average score remained around 110 to 130 though a few candidates scored more than 140 marks but such candidates were not more than 5 . The examiners normally ask general type of questions mostly related to current issues. Last time questions about the role of ISPR , Pakistani Media , CNN etc were asked. I think any one book one available in the market will suffice to prepare this paper.

@ All PMS Aspirants

I am happy that an officer like Zaffar (Progressive Pakistan) is guiding you people because he is eloquently decent, highly respected and one of the most learned men of PMS 2012-13 batch who does not talk other than rule/source.

As far as career prospects of PMS are concerned, it carries the career path of DMG/PAS yet it is limited to Province of Punjab only. Dozens of PMS Officers also got allocations in PSP/DMG/IRS/PAAS/OMG from the current batch however PAAS/OMG and 1 of IRS allocatees did not join CSS. Which apparently signifies that PMS has relatively more charm than that of groups mentioned other than DMG/PSP, moreover, the career prospects of PMS are expected to improve in the days to come. Though at the end of the day Individual preferences vary from person to person. As few years ago we had examples of people preferring customs and OMG over DMG/PSP as well.....

Regards

A request to Progressive Pakistan

Sir, since people know less about PMS, its training and career prospects. I would like to request you to share a detailed post covering the details of PMS Career prospects (like posts they are placed at and what max grades they can achieve), PMS training, all positives related to PMS. By doing so, there shall be many participants who will get a fair idea about the service......
Lack of information prevents many competent officers appearing in PMS exam.

regards

Malik Rashid i am honoured by your kind words.Yes not only me but all seniors will be there to extend any kind of assistance to our "would be " members of PMS Family.(PMS-6).One thing more that officers of PMS are no less competent than any other service and this is the fact acknowledged and admitted by many of the Federal Service Officers. Provincial Officers have been decalred as best ACs, and DCOs.Only problem that mars prospects of our service is promotion that is expected to get smoother in days to come.

Morever, the number of seats of PMS are expected to increase at latter stage because Promotion process of Provincial Officers was stalled due to a dispute between two erstwhile streams of Provincial SErvice(Ex-PCS/Ex-PSS) on issue of seat sharing. This blocked the promotion of almost 100 officers of garde 17 who are otherwise eligible to get promotion in 18. Now the PST has announced verdict of the case so these officers are expected to move to next grade that will create new vacacnt posts in Grade 17.So don’t get worried over less number of seats.

Ex-PSS(Provincial Secretariat Service ) has won case against EX- PCS(Provincial Civil Service). These both cadres were merged in to the newly created service " PMS" in 2004. Practically officers belonging to both cadres are part of PMS however a seat sharing ratio of 7:3 between PCS and PSS was kept intact for promotion in to higher grades(18 and above).Since PSS had challnged this ratio in Punjab Services Tribunal (PST) and got stay order , the promotion process of all officers was stalled. This dispute was amongst the erstwhile PCS and PSS Officers (both are now part of PMS) inducted before 2004 in these different streams. The PMS Officers who joined service under PMS Rules 2004 have nothing to do with this dispute but their promotions will be blocked if their seniors are not promoted in to higher grades.Cuarerrently more than 100 officers of EX-PCS and PSS batches of 1999-2001 are waiting to get promoted in next grade in spite of the availability of seats. These officers are working against the seats of PMS. Now the stay has been vacated and promotion process is likely to resume shortly.

@MS Ranjha

Seats may be increased under the current exam if

1- PCS dont challenge the decison of PST in SC and get the stay order against promotions.

2- The meeting of PSB-II is convened and eligible officers are promoted in grade 18.Logically if 100 officers are promoted in grade 18, it will create 100 vacant setas in BPS-17.Fifty perecent of such posts will be filled through initial recruitment.

I am hopeful that Provincial officers will end the dispute here and number of seats would be increased in current exam at any stage.
