Dear Maha,

Then should the candidates having age between 28 to 31 years should apply now,so that they may get benefit if relaxation is approved?Or should they wait for decision and new advertisment?are chances that govt will allow relaxation after decision to only those candidates who are applying now?Advise please

dear brothers this notification is nothing but a delaying tactic on the part of mafia controlling S&GAD they know that this notification is ultra vires to the constitution as it was issued after the decision of lhc in pms 2011 case which was decided in favour of appellants not only by the single bench of the high court but also by the division bench of the high court headed by the then chief justice lhc mr Ijax Ch this punjab delegation of powers act was in vogue since 1961 now the question arises that why annul it now the only logical answer that comes to mind is that the powers that be the so called self proclaimed elite service of Pakistan does not wants to share their domain with pms officers already the last 2/3 batches comprised of 80 officers on average as the number of grade 17 officers swell the officers belonging to dmg find themselves in a tight corner because they are no longer able to get posted on grade 18 posts while legally being in grade 17 as was the tradition in punjab since the partition of the subcontinent because they would take the plea in front of cm that since many posts of grade 18 are lying vacant and governance of the province is suffering severly so why dont we give ops(own pay scale ) postings or proforma promotions to dmg officers of grade 17 so that the shortage caused by the delay in the recruitment of pcs officers does not hampers the execution of your agenda (as they are masters of the art of sycophancy)so the cm used to happily allow them the posting of dmg officers with 3/4 years service as deputy secretaries and this thing would go on upto grade 21 where the pcs/pms officers have 60 % quota against there 40% in grade 20/21 posts secondly they woulld induct tehsildars and ministerial staff and would encourage them to start legal wrangle with the directly recruited officers regarding inter se seniority this resulted in stalling the promotion process because they would say that how can we promote pcs officers as the matter of their seniority is pending in the courts so untill and unless they sort out their problems the meeting of psb 1 and 2 would not be convened giving them another reason to appoint their fellows in higher grades of late this age relaxation has also proved quite helpful for them in fulfilling their nefarious designs last time in 2011 they went for review in lhc intentionally despite the fact that they knew that we dont stand a chance of winning the case the division bench ruled against them on nov 1 2011 and upheld the order of single bench to re advertise pms and after that they took 4 months to re advertise pms in feb 2012 now if they had executed the decision timely the recruitment process would have been completed in 2012 but wht happened as a result of writ issue was that the written result came in dec 2012 interviews were held in jan feb 13 final result came in march and training started in aug and finished in feb 2014 so a simple 1 year process was stretched to 3 years this time they knew that if didnt came up with some new hurdle there case would be dismissed in the very first hearing as the aspirants of relaxation would present the last judgement as a precedent so they came up with this notifiacation now those people who are desirous of relaxation would have to specifically challenge this notification that why the govt amended this act of 1961 what was the reason of this sudden change you can also quote example of kpk psc balochistan and sindh psc pcs exams advertisements where upper age limit is mentioned as 31 and 30 you can also give the example of neighbouring india where the punjab public service commission recently invited applications for pcs and they mentioned 38 years as upper age limit same is the case with other Saarc countries like Bangladesh secondly many people should approach the court one should not sit at home and wait for the others to do the needful because if large number of people file writs the court would realise the gravity of the situation and would be compelled to decide in your favour thirdly writs should be filed in all three circuit benches of the lhc i.e lahore multan and bahawalpur it would maximise chances of your success

one more thing that i would like to add is that yesterday i was talking with an acquaintance in ppsc regarding this age issue this fellow works in the establishment branch of the commission he told me that we are 100% sure that govt is going to loose this case he also advised all over age people to apply now as well because when then the decision comes and ppsc is ordered to re advertise pms those people who have applied now will not be asked to apply again he said that such people should not wait for decision of the court just to be on the safe side

i had read the decision of the single bench which was authored by justice mansoor ali shah and the decision of the review petition given by the division bench of lhc here i.e css forum someone had posted it back then i could not find it now it may have been deleted as result of cleansing operation another option is that you can download both verdicts from official website of lhc if you know the case numbers of the writs another important thing that i want to mention is that you should only approach an experienced lawyer who knows service laws and has successfully filed appeals against ppsc and s&gad etc in the past because they would be in a better position to prepare the case as compared to a novice

PPSC already knows that you would not lose your case.. You & all others over age aspirants should apply now and then file a writ petition in Lahore high court as soon as possible because ppsc is planning to conduct this exam after Eid...So, hurry up, if you want to appear in this superior exam. ..
