Your theory might be right but in general I totally agree with dear Aariz that brain is not involved in reflex action. Example If you unknowingly sat upon a set of erected needles you will jump up before the signals are transmitted to the brain and responsed. Dear this system is a blessing of Almighty.

brain is involved in reflexive action. If u sit on a needle ur neuron cells passes that info to the brain n brain instruct the motor cells which make u stand immediately .. This process is done in mili seconds means no time.. Its brain who take action not ur sensory cells.
