will these groups limit optional subjects and one can appear in an exam only to compete against a single cluster or group ? even if he passes the exam he will not be allocated to other groups ? kindly share some detailed info about this proposed setup and shed some light on the following querries....

1) if one has an mba degree with majors in finance and he does not opt subjects like buss add and auditing and accounting etc will he be prefeered for the finance group automatically because he has a relevant degree?

2) or if anyone having an mba degree will have no other optionals to choose rather than those subjects which will be assigned to each cluster or group?

One thing is sure if this cluster grouping has to be implemented then no body will be at advantage / disadvantage means all degrees will be given equal importance, so its irrelevant that one degree holder would have advantage on other.

Secondly suppose a person has engineering back ground along with MBA then what?
So its very complicated process and at this stage all are speculations.

Focus on studies and forget about speculations.

I believe that , its all about the hunt for the talented and sagacious personnel within the society. I wont support the cluster plan because I personally prefer the astute candidates, no matter wat they have been studying they will adapt to the specific domain and very clear depiction itself the CSS examination. Most of the students have been studing arts subjects and political science but still that cant help them out.

Further, take the eample of army, they took the candidates and prepared them to a level of beating a bureaucrate, who was far better then them when he had cleared the CSS examination, so intead of introducing the cluster programmes they should reform their system and come up with better training plans or orders.

The age limit has been increased from 28 to 30 (32 in case of government employees). It is unclear whether this will be enforced from 2017 or 2018.

I don't think cluster-based system will be implemented. Its been under consideration for quite some time now but it never got implemented.
Also, its very difficult to say if the government will present any reforms next year. It'll be focusing all its energy on elections.

its totally unfair for the ones with a media degree .. totally ridiculous if implemented. Why can't a media person follow his dream of joining psp or dmg .. while some degrees are being given a clear advantage of wide range of groups keeping in view the fact that they are not the specialists of those groups either.

possibly the worst amendment in civil services till date. I am from Finance background with few extra degrees so I won't have an issue I believe but still the purpose should be to find best raw talent. Bureaucrats in Accounts group (and similar finance, accounting, tax etc related groups) are there for administration purposes. They get enough knowledge and skills during STP to conduct their work adequately.
