Vocab problem is not that much complex. Whenever we start to learn a new language the vocabulary other than routine is a problem because we never went through such variety of words during our course studies . So after a passage of time u will feel acquaintance with new vocab.

As far as newspaper reading is concerned , so at start it will take more time but after 2-3 months time span would be less than that of starting. But keep the things below in your mind while reading newspaper.
1. Do not read the local , crime related , political news.
2. Always skip sports , arts and culture portion of newspaper.
3. Never involve yourself in reading repetitive news like...bomb blasts..etc.
4. Always read editorial, opinion pages .
5. Always take notes of what you read because u will appear in Feb 2018..and without notes u will not be able to keep things in your mind intact. Important and concise notes.
6. International news are also essential ..for instance ...what is happening in our neighbourhood...china..india..etc
7. Have a detailed inside of previous papers ..and syllabus is also necessary .
Because then u will have a clear idea..what is relevant and what is not.
P.S . Do not let newspaper reading take more than 60 -90 minutes daily of your precious time when you get used to this routine.

Check out the Beginner's Guide section on cssforum. You will find a detailed article on newspaper reading.

If you are fresh graduate and have no age issue take your time to prepare and then appear and do not waste your precious attempts.
For vocabulary building start learning/cramming words from GRE 4000 words list. For words in dawn news paper. Make notes just like books. Write word and its meaning in the form of word or sentence in a way you can understand it. If you are not appearing in CE-18 you have plenty of time but if preparing for CE-18 attempt time is short. Divide words by number of days excluding 1 month for revision. Memorize at daily basis. Revise on weekly and monthly basis. After that final revision at end. Do it for other lists as well like pair of words, idioms etc. I will recommend you to buy book of precis of composition by Hafiz Kareem Dad Chugatai by Caravan publishers for complete preparation of English Precis & Composition paper preparation.

Yes newspaper reading takes 3-4 hours daily but time can be reduced. There is a great post in beginners guide section of forum. Go through it. Some news are to be read in detail like about hot topics of current affairs like CPEC, Brexit, etc. For other less important news just read important information. For example if cricket world cup final match news is the news paper. No need to read detail. Just read who has won and who was winning team up against and where was tournament held etc. If there is news about change of president etc of any country there is no need to read full details unless country is very important with respect to relations with Pakistan like India, USA etc. For not so important countries just remember name of president, name of party etc.
You need to decide yourself which news are important for examinations and which are not. Some sections like editorials are important for opinion building and critical analysis of topics but do not read articles by people who give biased opinions on touchy topics like politics and religion.
Time is short for upcoming exams so do not waste time in case you are appearing in upcoming exam. Spare only 1 hour for newspaper reading. Rest you can cover from JWT monthly magazine.
