Welcome to the forum dear, Well the forms for CSS-2013 will be issued in last week of November and these are available online as well as in offices of FPSC located throughout country, you can fill them and after attaching required documents mail to Secretary FPSC, the last date would be 31st December 2012. So you have to wait for the advertisement.
