Why do people repeat css when they've already cleared it once ?

Default Passing marks in CSS
If some one only pass C.S.S exams, And couldn't get allocated ?

1. His/her CSS became useless ?
2. It is still beneficial and a good achievement .

yeah if one does nt get allocation then its useless. its of no use. however, for the sack of self satisfaction its an achievement. otherwise nothing at all.

So, is it possible for a person to be appearing for, let's say CE-2013 written when he'd just had his viva voce for CE-2012 ?

indeed it is. and many people who have cleared CE2011 are appearing in CE 2012 as well.

some people appear again also because they want to prove that their first attempt was not fluke.. (many complications in our society, you know!!)
