yes it is 110 percent true for css. promotion in css is fast than pms.

i can categorically deny that statement of yours, there is only one difference as the CSS is at federal level while the PMS is at provincial level...both have speedy promotions...

after DMG and PSP PMS is far better than rest of the groups of css because one get the chance to work as DC or COMMISSIONER and these two slots are the back bones of the bureaucracy with authority prestige and perks attached with them every thing is not comparable in terms of grade for example i would prefer to retire in grade 20 as commissioner rather than as gm railway or post master general or income tax commissioner or information officer or as commercial attache about which no body knows

I agree with u .in pms there is social regonition amd public dealing in comparision to some groups of css .I think if provinces develop capacity building ,pms structure can even more be improved

promotion issue in pms is created by dmg who get illegal appointments in provinces get out of turn promotions ruin career prospects of every group including css what to say about pms and by the way those people who are bending over backwards to prove fpsc is the only bastion of merit in Pakistan should check record or ask any senior officer above grade 19 dmg officers get their sons allocated in dmg through every conceivable illegal mean and promotions in dmg about which we hear a lot are all based on cronyism take up record of last three years central selection board held for promotion from grade 20 to 21 hardly 10% officers get promoted on merit rest were blue eyed of the politicians who were accommodated by fpsc by increaing there marks

dear Rabia in ferrari there are many passengers like those belonging to income tax information mlcg commerce postal railways accounts do they also get promotions with the speed of ferrari

That is what exactly my point is. My friends above have underestimated PMS a little more. I second your stance strongly, its much better to join as AC and retire in 20th grade rather than serving in the groups of CSS other than DMG, PSP, IRS and Customs. Even Excise and taxation officer is not so bad while keeping in view the ground realities.

usman many excise officers rose to the rank of secretaries of punjab govt. besides excise deptt. is strongly liked by politicians you know why so there is no issue of promotion

@ Rabia and Gulbacha

Don't make naive guesses and false assumptions. I have been a government servant and I know all these details well . PMS is better than most of the lower groups of CSS like railways, OMG, MLCG and etc. Only four top groups i.e. DMG, PSP, FSP and customs are better than PMS. Even some people rank PMS better than Customs. However, it's your choice. Orangemperor has rightly demonstrated the present condition. Furthermore , PMS officers, if they are young, start in BPS 17 and then promote upto BPS 21.

PMS and CSS can only be matched in respect of DMG otherwise all of the other groups have different mode of working and totally different environment which are quite professional whereas DMG may be termed as versatile/gournalist. To be honest personally I'll prefer (except top 4) PMS.
