Walaikum salam,
Welcome to this part of the world! The answers to your queries follow: 1-Before the Federal Government's Pension Reforms Act,2005,the salary of a CSP officer (B.P.S 17) was 12,000/PRS,along with other fringe benefits. But after the community's successful manipulation through corruption, the salary has been raised to somewhere between 18,000 - 24,000,alongwith other fringe benefits! 2-Now these fringe benefits are given equally to all the occupational/service groups. Some of them include: ~Accomodation.Includes shabby houses for couples, and hostels/clubs for the single ones. ~ Usually, but not always, brand new cars are awarded.I mean if there's none available, you might have to be content with a Volks Wagon. ~All and sundry are bestowed with communication devices (cell phones) lest they try to rest for a few hours at home. ~Free medical treatment is also provided incase you want to apply for a sick leave and take a break. The hospitals are filthy and the doctors don't release you unless you've recovered.Hence,a rapid recovery is almost a guarantee.Isn't that nice??? ~A Batman and Driver (also guards incase of PSP officers) are also put on your domestic service, inorder to keep the entire civil servant's society afresh with the juicy grapevine of your personal life. (NT:These are only the official benefits, the unofficial ones come in all types and forms. For more information on them, please watch the Bollywood cinema)

as far as probation period is concerned, a friend of mine, who is getting training nowadays in civil services acaemy lahore told me that he is getting 7000 Rs in which he has to pay 1000 for restauration charges, so getting 6000 Rs net.
after probation, they will get round about 11000 to 12000 and not more, as these are the normal salaries of a 17 grade officer in pakistan. regards |

I just realized that i have overlooked some other crucial benefits, accordingly, the details follow: ~As 'Thinking' mentioned, during the 14 month training period at the Lhr and Isl Civil Services Academies, the President awards the Trainee with a monthly pocket money of 7,000/PKR,so s/he can spend time calling back home and sharing how delighted (albeit:miserable) s/he is! ~If,however, the Trainee fails any of the Academy tests,s/he is cerimoniously escorted to the Academy gates, and kicked out!S/he will also be required to refund the entire pocket money that was used to waste valuable time calling and whining back at home! ~If,say, the Trainee manages to pass out intact,s/he will be required to undergo an endless 6 month probationary period!During this period, the State will award her/him with the title of UT (Under Training) alongwith his/her official designation. ~Further down the career lane,if the concerned CSP begins to have a rollicking good time in his/her alloted occupational service/group,the Federal Govt. will depute him/her to another! If s/he continues to have fun in the deputed group as well,s/he will be made an OSD (Officer on Special Duty-A civilized way of saying Get Lost)! Members of all the occupational groups/services can and are, deputed to other groups throughout their career;making their careers less static in comparision to ordinary mortals, with the exception of the Police. They are barred from representing Pakistan through the Foreign Services Group (FSG).Similarly, the respectable members of the other occupational groups are not posted out to the PSP (Pakistan State Police) either! ~Then again,if a CSP officer begins to consider her/himself educated at any point in his career, the State nominates her/him for international training...in 3rd World countries! If say,the officer is in dire need of deflation on his/her skills,s/he is nominated for training/education in the U.S.All boarding, lodging and partying expenses are borne by the tax payers. ~However, during this time, the spouse is held (read:hostaged) back in Pakistan, lest s/he becomes an obstacle in your quest of (un)official training.Among other benefits, this this temporary seperation is apparently designed to refresh marital life at both ends! These are the only official (Civil Services) benefits that i'm presently aware of.Incase any other dawn upon me then i shall continue to update you from time to time! Regards, 34th Commons!!!!!!

Disinformation disabled!!
AoA,
Having gone through initial query and the responding posts here,I really could'nt resist myself from correcting few misconceptions.. Well Mr.Aijaz, -A CSP's initial basic salary during probationary period, which lasts for 2 years in every occupational group is Rs.7140 with Rs 535 annual increment... -After CSA's common training,he joins his respective special trnng academy,,for instance PSPs go to PSA in Islamabad,FSPs to FSA in Islamabad,DMGs to DMG Campus in lahore,Customs to Customs academy in Karachi,etc.. -There they are given of course hostel accomodation, but these hostels are never like the hostels of our academic institutions,,they are officers' hostels in all sense and meaning...Fully furnished indeed...Everybody's at your beck and call except your trainers,,this is what you have to be trained for i.e Administration and subordination. -As far as accomodation and fringe benefits after trainings and probation go,they vary from group to group;for instance, few groups like PSPs,Customs,Railways,Postal,Income tax,DMG get excellent officers' residences once they are posted out to districts..Even in metropolitan cities a new entrant into these services get a respectable accomodation..As for other services like foreign service, the Government has yet to come up with an officers colony for them in Islamabad..and the time is not far when it will be developed. However, they have already got around 70/80 officers flat apartment exactly adjacent to Serena hotel in Islamabad in addition to two officers' hostels...a project for construction of 100 new flats is also underway at the same place..Anyway,if some officer is not able to get official accomodation due to some problems,he is entitled to around Rs 8000 monthly house rent..which i think is sufficient amount to look for a respectable accomodation anywhere in Pakistan for a new entrant into service, who must be at best single or recently married... -As for other fringe benefits,Rs.8000 is monthly telephone ceiling(for few services like PSP and DMG ,its limitless) -Almost all services offer vehicles to new entrants except FSP(for its the richest, highly paid group once they are posted out..the assumption being they can afford and own better vehicles than govt ones once they hit back the headquarters in Islamabad for a brief stint;just to refresh themselves for an other posting abroad)..the cutoms, dmg and police people do get the best govt vehicles... -Few services like PSP,Income tax and customs also award cash prizes on remarkable proffessional achievements... -Officers of almost all services also get handsome TA/DA during performance of their duties, which undoubtedly compensates for their not too much salaries..for instance a PSP officer lump sum gets around Rs 30 k.. -All these emoluments and fringe benefits increase with the passage of time as you slowly crawl up the seniority ladder of your service.. -Lots and lots of trainings and courses are offered to the deserving officers of all service groups in highly priveleged institutions around the world..Its all meritocracy..Had it not been so,CSS would have crumbled down as an institution far far ago... As for few ostentatious,ill-founded comments made by 34th Common,i wonder who the nincompoop, unheard officer ever failed in CSA or STP tests and was shown the gate..never in our recent civil service history i bet..Yes,officers do flunk in FPOE(Final passing out exam)at the end of their STP(Specialized training program),the exam which is conducted by the FPSC again(probation of an officer ends only when he clears his/her fpoe),but then there are three attempts for him/her to make up..and fpoe passing is almost 100% except in certain wild cases..Remember,all this is to facilitate an officer to remain in service by multiplying his/her proffessional maturity and experince who has already proved his/her mettle in CSS...no way to get rid of him/her.. I have mentioned above facts out of my own experience in civil service, and with a wish to perfectly guide those who wanna join me in this great endeavour of my nation's service.. Inconvenience if any is highly regretted...wish you all the best with best ever regards.. |

Thanks a lot, Shahid Bhai!!!
I was really in need of this kind of information to refute the mis-conceptions about civil service which have been haunting me since long. I am working in a local privatized commercial bank and I was really scary of the financial condition of an honest civil servant, in comparison with that of the individuals who are working in private sector, bank in my case. To make things more complex for me, my colleagues at bank kept on pressing me not to even think of a career in civil service --- reason being the facts that (a) an honest civil servant has to live a hand to mouth sort of a life, lest he indulges in corruption, which becomes the only way out for him (b) honesty on his part also puts his career at stake, he is either sidelined or assigned insignificant duties. Despite all the above, I have always held civil service in high esteem. Now after going through your reply I have been able to gather my courage and strengthen my belief that quite to the contrary a civil servant can enjoy a reasonable living standard, while working honestly and straight forwardly, in addition to all the powers available at his disposal. I have also been able to refute the mis-conceptions in my mind regarding this career. I believe that all civil servants are honest and true to their cause, barring a few black sheep who are present in every sphere of life; and there is no such thing as rampant corruption in this one of the prestigious careers of our country. Blaming the whole lot for the misdeeds of few is totally unjustified. I once again thank you Shahid bhai for resolving the riddle for me. I would love to seek more information from you in future regarding this realm of bureaucracy which is still undiscovered for me. May Allah help us all in achieving our targets and be on the right path always!! Regards, Aijazz. |

Assalam Alaikum,
Thanks a lot Brother Shahid, for your valuable time to check on us from time to time. Well commenting on Brother Aijaaz's comments, I think it is the initial adjustment that one has to make in the beginning of any career, before one can benefit fully from it, and CSS is no exception. As far as the corruption goes, agreeing that it is everywhere in our society, but u know we are still standing firm on our feets even after 58 yrs, thanks to the honest people who are working for this country, without worrying to be rewarded. May Allah reward them all, and make us like them as well. Regards, Babban Miyan Bhopali. |
