Are you sure? It's a news for me that one can only select 3 preferences. I wouldn't believe it but since you have passed the exams, I'm inclined to believe it but has the rule recently changed or what? All I knew earlier was that one write all 12 according to his or her preferences

When you go for psychological ,they give you preference form to write all your 12 preferences,you have to return this form on day of final interview.
during personal proforma filling in first day of written psychological ,they have already written your top 3 preferences on proforma and you can change its order if you want. 3 copies of preference form that fpsc provides you and you return it on day of includes preference from 1 to 12.

Having read all above discussion in this thread, i've come to a conclusion that "group preference" at the time of submitting application for css is not an issue. One can select groups arbitrarily without noticing plus minus of each group at this stage.
Dear members, am I right?

Technically yes. But still it's better to have preference in your mind. You can make small changes later on.
