As Karachi and Lahore are considered as the major hub of custom and tax activities that is why these cities are the most sought after by the officers. Dear Scarface,
IRS officers usually get facilities of car & petrol in smaller stations like Gujranwala, Sukkur, Hyderabad, Sialkot, Quetta, Abbottabad, Multan, Bahwalpur and in a few cases at Islamabad. It is difficult to get cars in Lahore and Karachi where a large number of officers prefer to get posted. There are housing colonies in all major stations and except for Lahore, Karachi, Islamabad and Rawalpindi, family-level accommodation is easily available. One should prefer posting at a smaller station initially where there is more liberty to exercise powers and have more learning. However, Large Taxpayers Units at Karachi, Lahore and Islamabad provide the best opportunities for an officer to get fully trained in corporate side. After stp, officers get up to Rs. 35,000 as salary and if they are allowed a vehicle they receive fuel worth Rs.6000 per month. On good performance, officers can get up to 12 basic salaries extra as bonus. Training opportunities are offered very liberally and although MBA from IBA has been discontinued due to opposition from newer batches, FBR provides full funding for undertaking MBA from IBA, LUMS or NUST if an officer can get admission to any of these institutions. Foreign training opportunities are also in abundance and after 5 years of service one is eligible to apply for foreign training through FBR's HRM Wing. As Assistant Commissioner, an officer of IRS presides over quasi-judicial proceedings and enjoys the status of a Civil Judge for ordering arrest, penalties and imposition of fines on delinquent taxpayers. An IRS officer in BS-17 is supported by at least one auditor in BS-14 and one inspector in BS-14, besides various clerical and Class-IV staff. Inspectors during enforcement proceedings are required to wear uniform and are supported by bailiffs. On the orders of an officer of the rank of at least an Assistant Commissioner, they can arrest anyone who is found interfering with the official proceedings. |

Inland Revenue Services: FBR planning to set up DGI&I
by SOHAIL SARFRAZ ISLAMABAD (December 06, 2010) : The Federal Board of Revenue (FBR) is planning to set up a separate 'Directorate-General of Intelligence and Investigation' for Inland Revenue Services (IRS), covering domestic taxes--income tax, sales tax and federal excise duty. A government official told Business Recorder that the present DG Intelligence has been dominated by customs and sales tax officials with powers to handle all federal taxes. Following creation of the IRS, the FBR has approved the cadre strength of both Inland Revenue Service and Pakistan Customs Service. The IRS will have 1104 officials (BS-17 to 21) while PCS would have 379 officials (BS-17 to 22). There is need for setting up a separate DG Intelligence for exclusively dealing with the issues of domestic taxes covering income tax, sales tax and federal excise duty. However, the Pakistan Customs Service should continue to have the DG Intelligence to deal with customs duty related issues. In this way, the agency would be more focused on customs related issues particularly enforcement duties/ preventive operations to curb smuggling including narcotics. Sources said that a proposal is being considered by FBR to establish a separate DG Intelligence, which is necessary after creation of the IRS under the new organisational set-up. The proposal is not to enhance the powers of the income tax officials but to set up an exclusive intelligence setup to check tax frauds/evasion in sales tax, income tax and excise regime. In case the government approves the FBR proposal, amendments in the federal tax laws would be required to create a separate investigative agency for the IRS. Official said that there seemed to be no justification to continue with the existing setup of unified intelligence network for customs, sales tax, income tax and federal excise after creation of the IRS. The proposed DG Intelligence for IRS would specifically be instrumental in detection of corporate frauds related to domestic taxes. In the past, the DG Intelligence had sought powers for selection of cases for income tax audit under the Universal Self Assessment Scheme (USAS). However, the proposals were dropped at the Board's level. The agency had requested the FBR to provide all investigative powers of the Ordinance 2001 to their officials. Similarly, additional directors, deputy/assistant directors of the agency had sought powers of section 177 except 177(1) and 177(4) of Ordinance 2001. The FBR had rejected the proposals of the directorate in the past. The DG Intelligence had also sought powers to amend an assessment order under section 122 of the Ordinance 2001 by making such alterations or additions as the directorate considers necessary. They also demanded powers to issue notices to obtain evidence from any person whether or not liable for tax under section 176 of the Ordinance 2001 The DG intelligence officials had also demanded powers to impose penalty for non-compliance of notices and penalty for making false or misleading statements. However, the FBR had repeatedly rejected these proposals of the agency in the past to avoid creation of a parallel investigation system in the presence of self assessment scheme and audit under the Income Tax Ordinance 2001. |
