Validity of the Blue passport is one year, correct me if I am wrong? Secondly, it is very tiresome jobs because approval of interior ministry is required for issuance of Blue Passport.

Should it be an official trip? Secondly, can we apply even if not going on a trip?

Yes for official trips but it could be a non official trip as well no restriction as such,if you are going on one its always easy to get it made, the decision of not going rests upon you later.

A blue passport is always first made for an official trip. Once it is made, you can use it for personal tours too. Validity depends upon grade. My passport has been made for 3 years.
