Default Bagger are no choosers

One, who looks at others for the sake of his/her needs is bagger. These needs are not being fulfilled according to their demands. Donner do not donate, keeping in mind, the requirements of baggers. He always donates, what is of no use for him. Donner is in a position of liberty but baggers do not enjoy the liberty of choice.
To elaborate the concept, taking an ordinary example of a student, who do not make his/her own notes and want to have them from some fellow. It is up to his/her fellow to provide him original notes or to hand over him just ordinary class lectures. Student who is looking for notes do not have any alternative but to accept those rough sketch of notes.

Nation, who seeks aids from other nations, can not forcefully demand it in required time period and in required amount. More over she can not use this aid freely according to her will as in such cases mostly nations have to observe conditions from donner. As in case of Karry Lugar bill Pakistan have to observe several conditions by United states of America, which was directly attacking Pakistan's sovergnity. But Pakistan accepted it because of military needs.
Baggers can be choosers. Bagging nation, who is conscious of its prestige and sovergnity, refuses to accept aid which is not being provided according her policies. Turkey and Mianmaar, after being affected by flood, refused to accept aid from USA as it was very low in quantity. This also happened when Pakistan deemanded aid from USA, who wanted Pakistan's favour for its operation in Afghanistan. Pakistan offered certain conditions for accepting that aid and for providing favour. In such conditions baggers enjoy choices...

The act of begging is generally disrespected in the human societies; it makes one virtually the master of other. Whenever one begs for money, he tacitly concedes his respect to the donator, in the other words, he admits the superiority of the other. This practice makes the donator the chooser and limits the freedom of choice of the recipient. Pakistan has to tolerate the stringent conditionalities of the IMF, World Bank and the US only because it is the beggar and they are donors. However, some respectful words are given to the money given in response – assistance and aid. The terms and conditions become even tighter as the demand of aid swells. That is why Pakistan has to compromise over its integrity and dignity whenever the US forces penetrate into Pakistan’s borders. Contrary to the beggar, a purchaser is a chooser because he buys the products by his own money. This makes him the chooser. Going to the market, he can choose whatever his taste allows. Only he is the servant of his own likes and tastes but not of the other men. Same is valid in the case of economically sound and stable economies of the world. They purchase the things of the need from the international markets by their own will and no one imposes his decision on them. They don’t have to pledge their sovereignty in the response. Summing up the discussion the beggars are virtually the slaves of other with no will and volition.

Your expansion seems more like 'Recipients are Choosers' rather than Beggars are no choosers'. Example of Purchaser should be quoted first as it is an ordinary example and the specific example with the name of country which you quoted at first, should be quoted afterwards. It makes your point more authentic.

i do respect your analysis... kindly accept one of my counter argument to your analysis.

i have contrasted a beggar from a purchaser.... see the conjunction "contrary to the beggar" that implies i am explaining to contrast the two type of acts.... act of begging and the act of purchasing... thanks
