Your headings are weak, and the essay is more description, less argumentation.

This topic is too straightforward and easy. Push your limits and try some difficult topics.

You've understanding of the structure of the essay. That's a good thing.

introduction

The political system decides the course of economic independence. Economics is neither a policy nor a system; it is a tool, which succeeds when successfully used by political powers .the world’s most reliable union of states, the European Union, is the natural result of the political stability of Europe. If the Europe had a failed political system like Middle East, it could never be united. Rich economies and higher GDP cannot solve the issue of national integration and inequality unless economy is regulated by a state to bring equality of opportunity and rights. The failure of politics makes impossible the success of any economic and social policy. The sufferings of underdeveloped states are not because their economic system fails; it is the outcome of the corrupt nature of their political systems. India, despite an expanding economy, fails in reducing poverty because it lacks the political will and a transparent system for the equal distribution of resources. The rise and falls of the nations are decided by their politics; the developed and powerful nations have strong and stable political system on which they erect the edifice of their social and economic progress. Political power defines success as well as the failure.

A.Politics was the decisive factor in the success of developed states.

1.The political steps of the Britain’s Whig party made the nation economically independent.
2.The pre- revolution slogan of USA was not economic independence but ‘first representation then taxation’; they demanded a representative political system which made them world’s biggest power.
3.Farsighted political diplomacy of the Western Europe led them towards the formation of the European Union.
4.The installation of a stable political system in Germany transformed it from a war-torn country to a leading economy of Europe.
5.China became potential world power only with its political determination.

B.T he failure of politics and not the economy leads to wars and terrorism.

1. Political instability in Middle East and resultant crisis
2. Economics failed to play a role in integrating South Asian nations.
3. The agonies of Afghanistan emanates from the political failure of state.

C.A stable political system is essential for holistic progress

1.Politics and not the economy define the rights regarding the distribution of resources and opportunities.
2.A functional political system regulates all the resources of state to bring progress.

3.Politics unites people of differing origins and races in the bond of nationalism; economy does not create nations.

D.Economics, without politics is a failure.

1.The failed economic policies of SAARC
2.Lack of political cohesion and failure of ECO
3.Political disintegration in ASEAN block results in economic fragmentation of society.

E .only a successful political apparatus ensures national and international peace and economic prosperity.

Conclusion
Thanks for backing me up.

I just gave a second look at your essay.
All these points and examples are relevant.

But, there's no logical sequence between your main arguments,A,B,C,D,E. etc.

Try to use such wording that everything appears to be in a sequence. I think arrangement of arguments increases overall beauty of the outline.

I try to pay attention to this aspect as well.
As you might have noticed in my previous outline on "democracy is a culture rather than a process". I used four headings. All were in a sequence.

What's your opinion?

1.1.Political integration leads to economic integration

((This approach may also work but the essence of the essay is not to link economic success with politics. Rather say that politics will lead to success, and economy will not. ))

1.2.Politics is a decisive factor behind economic success

((again same mistake))

2.Success stories of politically and economically stable countries and organizations

((Now you are saying that there are countries that are economically stable. But the essay topic states otherwise,
Wrong point raised!! ))

2.1.China second largest and fastest growing economy

((if you will only say that china is growing economy, then you would have negated yourself. Instead, say that political prudence of china led her to success))

2.2. South Korea: the particular vision is road to success with her strong and charismatic leadership
2.3.Brazil, a new emerging economy after defeated all apartheid movements
2.4.Japan, a world technology leader with its political decision making
2.5.The European Union, one and only successful organization in the world and an epitome of political alliance
3.Why politics is necessary for economic growth and development?

((again same mistake, talk about success in other aspects as well. Don't talk about Econmic success only))

3.1.For the promotion of bilateral and multi-lateral trade agreements among the democratic nations( CPEC, TAPI gas pipeline etc.,)
3.2.For the supervision, distribution and regulation economic plans and development budgets
3.3.For the implementation of national and international sustainable and millennium development goals
3.4.For the removal of poverty, illiteracy, social crimes, unemployment, inflation and food insecurity etc.
4.Can economic prosperity be achieved without a political will? NO: Because
4.1.Democratic nations would like to work with democratic nations( e.g. bilateral trade agreements, GSP plus status from EU,MFN status from any country and composite dialogues between the nations is a result of political leadership,)
4.2.No foreign direct investment without a diplomatic political relationship
4.3. Economics fails in distribution of resources
5.Industrial revolutions in the world is a result of restructuring the political set up to bring a demographic change in the life of a man
6.Conclusion:
6.1.Economics without politics is like a body without soul
6.2.Panacea of all economic ills lies in a strong political system

((don't write anything below conclusion))

INTRODUCTION:
The main instrument of any country is her political system. Economics works under the supervision of its political system. All type of economic decisions and matters regarding the making of fiscal and monetary policy is taken according to the guidance of political leadership. Neither any economic plan nor economic policy would be effective without political roadmap. It is evident from the history of Pakistan that none of the five year economic plan could bring any positive change in the socio-economic narrative of Pakistan due to political instability. Failure of politics means failure of every organ of state; it ensures balance among state organs, maintains a standard of progress and good governance. Political disintegration leads to chaos, poverty, terrorism and ultimately no economic and social policy become successful. The backwardness of the underdeveloped countries is not because their economic system fails; it is the outcome of their political imbalance. Economic self-reliance cannot be achieved without a strong political will. Politically stable countries are the masters′ of the world and their voice is given a due importance in the comity of nations. No nation can reach to the pinnacle of glory without a strong and stable political system.

I think it's just a matter of wording.
Your thoughts are consistent.
And
I "think" that my previous outline was better connected. You're the judge!

A. Politics was the decisive factor in the success of developed states.

B.The politics and not the economy determines the success, war and peace
c. holistic progress depends on the stable political system not on the economy.

then next 2 points seem relevant.

Introduction:

In the pursuit of happiness and success, politics has an advantage over economy.

[A] The broad concept of success, beyond the measure of wealth and riches:

[B] Comparison of politics and economy in terms of their ability to yield success:

1- Politics has a wider scope than economy, thus its capacity to bring success is also greater.

2- Politics incorporate reliable tools, (negotiations and participation) to reach at a solution. Whereas, economy use taxes, interests and loans which may backfire.

3- Political gains are real and sustainable. But economic achievements are mere numbers and often deceptive.

4- Politics protect the weak and the most vulnerable. Economy, ironically, believes in the survival of the fittest.

5- If economy is a "zero-sum game", then politics is a positive sum game.

6- Economy is in fact a hurdle to successfully deal with environmental and climatic issues. Only politics can provide assurance of success at this frontier.

7- Even for individuals, politics is a gateway to success because political leaders are regarded as heros while economists are often seen with suspicion.

[C] Policy implications of the above findings:

1- Political reforms first; Econmic reforms later.

2- Politics must dictate the economy and not otherwise.

3- A crown is not a cure for headache.

Conclusion:

-------------------------------------------
It's the best I could do today.

Politics incorporate reliable tools, (negotiations and participation) to reach at a solution. Whereas, economy use taxes, interests and loans which may backfire. . aren't these measures imposed by political machinery ? if i say, europe is stable because of taxes, interests etc ?

3- Political gains are real and sustainable. But economic achievements are mere numbers and often deceptive. . how will you prove them ???

4- Politics protect the weak and the most vulnerable. Economy, ironically, believes in the survival of the fittest. . this point is also not clear ,how will you back these by facts and arguments ?

this is how i perceived above three points ,may be im wrong
rest your essay is impressive

safeer! actually, this is the difference between topics; all the topics cannot be attempted in the same manner. according to the topic it's a good outline , your previous outline was better than it but that topic was exploratory, little bit literary.this is a topic related with politics and economy and it cannot be written in a better way.
you did well

See basically, all these three headings are stating a somewhat similar meaning...

There's a very fine difference which needs to identified by the reader himself. It doesn't pop out on its own.

I have told you my opinion. Now ask yourself! Because originality is also important.
