no doubt , it is the biggest city with poor planning and management system . in pakistan , sanitation condition is poor , it is practice to throw garbage , trash into small channels , unfortunately , municipality donot proper clean the city . sudden violent outburst fills channels .

human settlement
pakistan is a population of 180 million people . people settle along the coast ,banks of river .natural flow of water disturbs with human settlement .water has natural tendency to make its own path . water level rises in the center and pushes outward from the banks .this condition is human induced flooding

poor embarkment
barrages are the regulators to store water for irrigation in rabi and kharif season . however embarkment is not hard to stand high pressure stress. the recent flood of 2010 , sind was the most effected province ,why? sukkar barrage m koyri (ghulam muhammad barrage ) were unable to store water for teh long time , in the result badin , sukkar and jacobabad , nawab shah were affected .life span of leeves and embarkment has reached its maximum age limit . now drastic and rapid finishing is necessary .
low forest area
pakistan population is increasing at alarming rate . punjab comes area wise as the second largest province , yet owns high population (80 million). forest land is converted into commercial and residential schemes , sewerage system is unidirectional , while industrial effluent discharges into local rivers, forest are source of waste consumption , according to study , 25 % area of country fixed with trees , conversely , forest is used in burning , coal making and furniture , in rainy season , flood is our follies .
