Why don't they just simply dole out these 15 "All Pakistan Merit" seats to the first 15 candidates. You said that for IRS they'd be looking for a candidate with the highest merit number, and only, let's say, 6, 7 and so on candidates would have the required merit number. Why can't they just simplify the procedure, or am I too dumb to get it.

There is nothing wrong with the procedure. It is not up to their their sweet will. It depends on the candidates. For example, top 15 candidates have PSP as their first preference and PAS as their second then how can they allocated other group seats to these candidates when there are PAS and PSP seats available to them ?
In other words, All Pakistan Merit Seat/s are only given to the top preference holders of those groups. For example, Position 55 is the top position holder for Customs in Pakistan then All Pakistan Merit seat for Customs will be given to him/her.

I think that almost all the All Pakistan Merit seats will be taken by Punjabi candidates this time.
I am completely sure about PSP, PAS and FSP merit seats.

I've been reading this thread as a silent spectator and would like to bring the common grievance of not giving PSP or Customs to Balochistan. With what I see as potential allocations to my fellows from Balochistan, felicitations to them any way. Except the top two, all are swirling around their desired and destined group. I was disappointed by my results and knew instantly about my top priority (FSP) being a far cry with my rankings. Still, I'd surely go with Inland Revenue as a beginning, reasonable or excellent, I can't say presently. In the wake of allocations being disturbed, I shudder what this delay gave us? There have been cries of having increased vacancies in certain departments and I thought most of the guys qualified with us in the later ranks would be allocated in respective groups. The vacancies were a nightmare where traditionally women quota putting jinx over the seats. And look at minorities where a PAS is also sent to drain. From the last decade, this minority bloc goes waste in Balochistan. I know that the jigsaw of seats distribution is not that simple but had it been need-based and appropriate, the picture didn't look as peculiar as it is.

I second you Mr. Talha. Some seats (minorities & others) are being carried for years. But at the same time many brilliant candidates remained unallocated. Why not these seats should be allocated to them?

@talha I completely agree the way you have described the matter in hand...after extreme delay what we all have got is a nightmare, an unforgetable one...the case of Balochistan resonates with that of GB FATA, rather its worse...only 7 seats given...1 will surely go down the drain I.e. minority slot, OMG...2 top groups, PCS and PSP reseved for women...rest 4 seats, PAS, IRS, OMG, RCTG, left in the merit list...this is something never happened in the history of GB FATA where first of all given less no of seats...4% accounts at least 8 seats and secondly both top groups reserved for women, where women quotes hardly accounts only ONE slot I.e. 10 % ...something must have gone wrong here...but who cares...may be ED and FPSC have the right to play with our futures and aspirations...Nobody is there to take notice of this, I would say, Injustice in terms of distribution of seats...the matter must be brought to surface...we all are in real mess...!!!

yeh 04 seats bhe kise dosrai province ko dai detai. GB/FATA should be eliminated from this procedure. So that they can plan something else for themselves instead of wasting 18 months. We don't need any " khairaat "

You are right. this is extreme cruelty..
but i dun know on which base vacancies are being distributed..
i am also from fata, willing to appear in the coming exam but its deplorable when i look at the allocation slot
