Default Is there one grace marks rule in css ?

A person has passed all subjects and had score more then 600 but he could not pass composition paper with the shortage of mere one number. I mean he got 39. Now the question is that someone told him that FPSC has some rules according to which if a person is one marks short , he is given one grace marks. Is it so ? Can anyone confirm it or negate it ? He maintains that if one has 599 and is pass in all , he is given grace number. In the same way if one is passed in all others and has aggregate more then 600 and in any compulsory is at 39 , he may be given one grace number.

This rule was introduced by Rana BhagwanDas Sahb. CSS 2011 or 2012 mn tu yeh rule bilkul aplicable tha lekin this year around i guess the rule is either revisited or abolished because I have seen many DMC where aspirants have claimed to score 39 marks.
