Every year, no matter how hard one works, only 3 to 4 persons per 100 appearing would pass the exam. But that doesn't mean that the other 97 were not competent. It's just that the students passing the exam were too good.

The limit to the height to which a child could grow is set by the genes of that child. Suppose a child has a genetic potential to attain 6 feet height. If that child grows up in a famine-hit area, he may not attain his genetic potential height because of malnourishment. Suppose another child whose genetic height is set at 5 feet. No matter what he is given to eat, he would never grow to become 6 feet tall.
I apply this analogy to success in general and CSS in particular. Hard work is the nutrition you give yourself. Genetic height is your fate/luck. If you have luck/fate with you, you still need hard work to reach it. If you do not have it, no matter how hard you work, you are not going to make it.
