AOA,

You can't apply in CE-2015 because you don't fulfill the requirement of CSS rule of education that states "A candidate must hold at least a bachelor degree". So you'll done with hons in June 2015, so will be eligible in 2016 (provided you get your degree in 2015, I assume you'll get in said year).

No iman you cannot appear in exam...until u do not get your honors degree. Because for sitting in exam it is mentioned in rules must have at least bachelors degree...however you can sit in 2016 exams..:-)
