If you see the DMCs of CSS 2016 qualifies, then you will notice that all the top position holders had IR as an optional. However, this year FPSC targetted IR and it was a downfall for whoever opted it in 2017. Every year different subject is targeted by FPSC, and you simply can't predict which one they will target. So it is better to stick to the subject you are interested in and believe that you can score good marks in it.

It was targeted in 2016 as well, especially paper 2. I myself scored 102 in IR i 2016 (69+33). I was quite satisfied with my score as i studied it for a week and half only. Many who opted IR in 2016 failed, specifically in paper 2. But it was somehow balanced as toppers scored good in IR the same year. So it was obvious those who studied conceptually and answered properly in the exam, scored good, despite the trend. But seeing the DMCs of 2017 qualifiers, this looks like an extreme. Not a single person among top qualifiers with IR? this is quite discouraging..

Thanks for sharing your DMC & congratulations for landing in PSP. A lil ray of hope for those who have opted IR. Though score in IR isn't very encouraging in your case too but seems like your score in CA and GS somehow balanced that. Please also share how you handled GS. which books or material you studied for it?

DMC of Merit #7. He has degree in IR so that would explain how he scored 100+ in the subject.

I think choosing a topic in which very few people were able to interpret correctly was the key in my case. Rest its practice and reading Dawn regularly.
