Well I prepared that question in this way( though I was not asked)
Sir actually there r many types of corruption but if we focus on monitary corruption, it can also b classified in 2 types. One is corruption due 2 need & other is corruption due 2 greed. As far as corruption due 2 need is concerned, we ll have 2 adopt a comprehensive policy 4 uplift of poor ppl. If a PATWARI is meagerly paid, it is quite natural that he ll indulge in corruption 2 have a better living. I site the wxample of MOTORWAY POLICE which is not corrupt, rather friendly simply coz they r well paid. As far as corruption due 2 greed is concerned, all those who r involved in it must b penalized in a befitting manner & all money looted by them must b deposited in national wxchequer. I also suggest that in ISLAMYAT course, the social issues like corruption, morality etc MUST b given more space at all levels. I also suggest that an UMRA trip should b arranged by the govt at the end of every common training |

Normally, such type of questions are asked in the interviews to judge the approach of candidate. We must be best managers of our emotions. They test our emotional level too. One should not loose temper while answering these controversial issues. If we can not control our emotions/ego and like in our interviews how can we deal with public complaints and how can we be good public administrators as required by Civil Services code.
Another question was asked from me in my ISI interview which was asked from me by two interviewers one was civil bureaucrat and one military bureaucrat. Q: Why do people of Sindh oppose Kalabag Dam? Can we say that political parties are driving people for opposition of Kalabag Dam? All of you are required to supply your answers. I will post my answer in the end. |

I will answer it this way, it is the lack of trust between the confederating units of Pakistan and we need to take step to build this confidence. Yes politicians are responsible to play mislead the people for gaining mileage for their self interest. To me the reservoirs are important but not at the cost of national unity. We need to build the consensus first and only then we can proceed and this is the only way in interest of Pakistani nation and country.

Why do people of Sindh oppose Kalabag Dam? Can we say that political parties are driving people for opposition of Kalabag Dam?
Quote:
Answer to the Interview committee: Let's start digging the core cause of this issue. You will see eye to with me on the official literacy rate of Pakistan that is 51%, as per these statics 49% are literate. When ever a developmental project is launched a feasibility report is made public (create awareness about its merits and demerits along with other essential costs and benefits), can we quote any feasibility which has been made public to create awareness in our masses? No, as for as I know. So the masses which belong to that 51% category oppose this project because of ambiguity and unavailability of its feasibility. Let them be aware about its pros and cons they will be in a better position to decide. The remaining 49% block is more likely to be directed by the politicians in their vested interests. No doubt in it, there are some politicians who are unaware about the consequences of any project yet they favor/or condemn just for their political aims. They have an easy opportunity to drive the illiterate block in the direction which they feel suitable for them. Finally I must say, nation cause can not be compromised on any cost. We must not initiate those projects which can harm solidarity of federation. Provincial disharmony is never acceptable. Consensus is necessary for any initiative. It's better to get our provinces in confidence first and then launch such heavy cost developmental projects. Otherwise we have alternatives available to meet this requirement such as water recycling etc. It is an open secret that Pakistan is not facing water shortage rather water mismanagement. Note: The literacy rate 51% was quoted in 2004. And besides water recycling I told them some other workable alternatives but at the moment I am unable to recall those. |

An other question relating to my Academic Background was raised:
Q: What do you mean by MBO? Mr. Shaikh: How will you apply this concept in your organization if you are selected for this job? All of you are required to answer this question as you are in an interview phase and you have to answer as if you are going to be either a bureaucrat or AD ISI. I will answer it at the end. |

REGARDING KBD PROBLEM , i read somewhere that when AYUB wanted 2 build DAMs, he also faced same resistance from politicians. he gave the task 2 intelligence agencies, who after complete spying divided opposing politicians in these categories
1. those who were opposing to get some position in govt 2. those who wanted to become advisors 3. those who wanted cheap publicity 4. those who wanted to create mess 5. those who wanted money by blackmailing govt 6. those who criticized on technical basis AYUB solved the issue in the following way The category 1 were given position in govt 4 time being Category 2 were made advisors Category 3 were promised that they ll b given enough space in newspapers Category 4 were put behind the bars Category 5 were given money & category 6 were called in presidency & were convinced in the favour of KBD by delivering lectures & answering their questions
