If you are looking for a text book with reference to Pakistan then I will recommend you to buy Sultan Khan book. However, Public Administration is a subject which can be prepared solely from internet. Just grab the syllabus and follow the hierarchy of topics. I would also recommend you V.U lectures, which are available on Youtube. The course title is MGT111 and can be downloaded from VU website. ( Sorry for not posting the links but just search with the keyword "Public Administration VU" on youtube for the links)
