though the general perception regarding Public Administration is that it's scoring, I haven't seen people reporting good score in 2013 or 2014... Do you think it will be a good bet for 2016? Is Business Administration a safer option?

Public Administration is better option then Business Administration. Go for it.

Scored 75 in CE-2015. And it's much better than Business administration.

First, keep in mind that every subject can be scoring, average and less scoring depending on many factors. Second, scoring trend varies from year to year. I scored 77 marks in this very subject in CE-15. I am always sanguine about this subject. Third, Public Ad. is better and safer option than that of Business Ad.

Keep it in mind that Dr. Sultan Khan's book is not that too bad not to be consulted. Just consult the book and take the relevant material from there. Like, the very chapter is much useful to comprehend the basic level, definitions, scope, difference between public and private ad, history and role of public ad, and so on. Other chapters like Administration in Islam, Bureaucracy, Organization, Communication, Personnel admin., Budgeting and Policy formulation are there.
Second, my way to prepare this paper is that: 1. consult Dr. Sultan (just the relevant sections) along with one from these books--Rethinking Public Administration by Advanced Publishers, writer is Waqas Rasheed, or Dr. Liaquat Niazi's Public Ad. published by Caravan Publishers. Ready made notes are there in these books.
Thirdly, always read relevant columns from Dawn--the most important trick to get high marks in this subject. Topics like Civil Service Reforms, Privatization, Local Government problems, Problems in Policy Formation and so on can best and easily covered through reading hose columns.

I prepared it from Dr Sultan's book and the MCQ's from Jehangir Exam Cram Series. While I didn't have any prior knowledge of Public Ad. But now the syllabus has changed.
