How is it possible that both DCO and Commissioner would work in the same district simultaneously? What about respective DDO and the newly appointed Deputy commissioners
newly appointed deputy commissioners..........appointed when and where? commissioners will work at divisional level, as they were working before devolution, is there any thing new to it |

Now hierarchy should be clearly defined and accountability should be there with proper responsibility and authority I don’t think the over-bureaucratization is in the favor of Pakistan, which is in fragile status, is having the financial assistance for over expenditure

If the purpose envisaged in such paradigm shift is to;
1. Discourage Political influence. 2. Halt the plunder of resources (Corruption) 3. Reinforce institutions ( so called revival of DMGs) 4. Refashion district administration on a better pattern 5. Bring about some positive changes thus contributing to nation development process. then practical experience and professional logic defy its acknowledgment because ; 1. DMG officers are posted all over Pakistan. In many cases they go to serve the places, they never heard or visited before. They have to make adjustments with the diversity of cultures that runs through all the details of geographical units. They need patronage of regional influentials for various reasons , like; • Security from possible life threats. • Political recommendations for postings and the like various other service benefits. • Effective delivery of job. 2. In the wake of this practice, curbing political influence, and favoritism goes out of question. 3. Audits and investigations of development projects carried out under DCO’s have stories to tell. Nazims are not the only creature infected with the germs of corruption over here. 4. Institutions can be strengthened if the pulse of change generates in Secretariats. Reform should run from top to bottom. From the appointment of secretaries to the work of dispatch rider in the Secretariat is dysfunctional. Those provincial officials who ever been to provincial secretariats can better understand the instance. 5. Establishing Local bodies / councils is a right step to empower the masses and create possibilities for nation development process on the democratic road map. Yes LBS is in the state of severe dis-repairs. It desperately needs a spell of expedient reforms . Its solution does not lie in abrogating it or diluting its essence. Its not wise enough to kill a patient instead of treating him. We should support the change that favors our national interests not our individual ones. 36/7th commons are generally the batches now deputed as Administrators in Town and Municipal Committees. Notice the unconditional support in the prior posts on this thread.
