Default National Security policy

Dont you think that the national security policy unleashed by interior minister yesterday is curative rather than preventive ?
Over and above the pathetic law and order situation in our country is owing to myopic foreign policy which has been ignored altogether?

It can be called a Home Security Policy-for its focus is more on internal law and order- rather than a pervasive NATIONAL security policy . the focus has been laid on counter terrorism and Taliban which is one facet of the national security paradigm.

the causes of the internal security have been identified as :

Military regimes

flawed Kashmir and Afghan Policy

Poor state institutions ans governance

no definite and holistic solutions have been devised except focusing on the capacity building of the law enforcement agencies and the establishment of a Directorate of Internal Security , which is not a panacea for all the mess.

We are in such a precarious situation that any security policy, brought forth by Government, should be welcomed.

national security is all time job for ensuring safety and security of the citizens ,to me national security policy devised by the Govt is to encounter law and order situation,deeming intensity of the ongoing flow of blasts , kidnapping,murderous anti state acts etc .i would for seen this policy a step to mingle in between talks produce popular assumption in to a reality that the Govt is interested to listen their voice ,in the mean time isolation in the region followed by operation is part of the policy ,because the Govt and every one knows these are imported, sponsored terrorists of the neighbors ,and surely their elimination is due on Govt ,dialogue is useless ,and delaying tactics is dangerous in the matter..

Million dollars question is who will head the national security policy. .. interior minister? He is as incompetent and overburdened as ever. What about the secretariat created by sartaj Aziz under prime minister?
Will 32 billion rupees allocated for national security policy will suffice?

National security can be best tackled by strengthening the police service /institutions .According to me, army size should be reduced so federal ministry provide money to provinces .We first need to control over market liquidity to control looming threats . So budget size should be reduced to minimum extent for national security .More emphasis should be given to welfare related programmes

National internal security policy envisioned rapid deployment force, which is good idea but again the working pattern of force is confused and myopic.

To me ,the rapid deployment force should be superior force highly equipped with intelligence,physical and technological skills. The authority of such force should surpass the police it should be directly under the PM because if we are going to decentralize such force at provincial level then it will not be effective as each province has different government and every one of them has its own policy regarding internal security.

The roots of above model can be traced to American counter terrorism force.
The learned interior minister is again committing blunder by attaching rapid deployment force with social welfare work under the same ministry.

Both are interconnected but government should deal with both issues under separate ministery that really will improve efficiency and effectiveness.
Over and above the polluted social fabric canon be cleaned overnight it will take some decades!

Comparison is a good idea but again I will say these agencies /institutions are independent and autonomous because they have their own industries .Government and other sponsored corporates levied tax over them to boast national economy . In Pakistan , army have fauji foundation and other trust apart from govt budget which is fixed for them . Problem is not money but management !
