If am not forgetting something, as per Rule of Business 1973 initially Cabinet takes deicsion, in principle, upon consideration of Summary for the Cabinet submitted by respective Ministry/Division. Once a proposal is principly acceded to by the Cabinet, it is sent to the Ministry of Law for drafting of legislation, thereafter it is to be considered by the Parliament (either house of the Parliament i.e. N.A/Senate of Pakistan.) Usually the Parliament, before considering the draft Bill, refer the matter to its respective Standing Committee, and after submission of report by Standing Committee to the Parliament, the matter/draft Bill is introduced in the floor of Parliament.
To cut the story short, brother, no decision of Cabinet becomes law until and unless it is approved by the majority from the Parliament. So it may be just a decision of Cabinet and long way for its approval by the Parliament to become a law/Act and only after becoming an Act of Parliament, the same could be considered as the final thing.... As such, there is possibility for cancellation of the move!
