you are right. world was divided in 2 prominent blocks. for the existance and progress it was necessary to join any group. but INdia didnt do anything like this. did India also sign any pact like Cento or Seato with Russia?
Dear SEATO was alliance against communism (USSR Block) and it was defense agreement with US. while CENTO was an alliance that formed among Britain, Turkey, Iran, Iraq, and Pakistan.

Default Relation with russia

Relations with Russia are in the benefit of Pakistan. Russian destruction in the past was the result of the cold war between USA and USSR. The USSR's economy went very down and their then president Gorbachev made such policies which were also responsible for their destruction. So, in this way Pakistan played a vital role in crushing the then 'super power'.
Regarding to your query, the Russian president Putin didn't pay a visit to Pakistan, which was expected because of the security situation due to the protests against the film.

Our chief of air staff and chief of army staff both visited Russia.if,now we throw a view in our relations with USA there is cry need of balance in relationship but USA foreign policy for Pakistan not in the direction toward in balancing . USA could not want to see stable and independent Pakistan because USA need a his slave country or a colony . there for Pakistan wants to change its foreign policy and after six decades Pakistan is seeking toward Russia also Pakistan and Russia want to see stable Afghanistan because stable Afghanistan is favorable for both countries . Due to existence of us forces in Afghanistan it is a bad news for economy of Russia,that is also a cause the interest in Pakistan of Russia and Pakistan can get another option,another partner for strategic and economy.

New horizons are ever open for Pakistan, and just depending upon America isn't fruitful. Pakistan should establish its relations with every developed and even developing countries, and such friends should be kept in limits and not let them command Pakistan but friendship only on equal basis. As Russia is growing rapidly its power her future is better than America, so visit by Pakistani authorities will bring a good message.

May i have already quoted that in international Politics "Relations are not permanent but interests are permanent" so when Pakistan will feel that she has the need of good relation with Russia, she will definitely go forward

Default why Putin did not come?

The meeting between two head of states was rescheduled.Unfortunately ,Bilateral relations with two states could not be flourished as wished .Is it failure of Pakistan`s diplomacy.What would be the repercussions of this canceled visit ? How much Russia is important for us in balancing the regional powers.Within 24 months Pakistan needed more then 20 billion dollars ,otherwise Pakistan would become default state.

1. It is failure of foreign policy as well domestic policy .Foreign policy has two grounds ; military and economy .These pillars are formed by Home department .Pakistan is near to become default state,we need here consensus on each issue regarding foreign affairs .Does it imply Russian President meeting was canceled due to failure of diplomacy ?How we can revamp it ?

It may not be total failure of our foreign policy because due to foreign policy, Mr. Russian President had given a nod to visit Pakistan. In my thinking there is another very important factor, i.e. India factor, which was more valid in postponement of his visit.

You want to say cordiality between India and Russia is withered ?How pakistan will balance between two ;India and Russia ? If really it was failure ,then why Sergey Lavrov visited in Pakistan .And signed Three MOUs. Ain`t is failure of security too .Pakistan foreign House was not save then ?

can you link here where President putin has given such Nod .It was conditional and that condition is Afghanistan .what you say
