salam ! can anyone tell me that why provincial governments are not as much in the favour of "Local Government system". Why they are delaying? as it is an intrinsic part of democratic form of government... ??? & my second question in this regard is that what was the key structure of Zia's Local Government System of 1979.?

Baldiyati nizam is a system to transfer the powers to ground roots, in other words its means to give right to people to appoint the representative in Tehsils and districts according to their choice , if we analysis the history it is like the first step of Govt in inception called "BAND", or we can associate it to "Tribal system or Egalitarian society". It was a part of Democracy but now a days the majority part in Assembly play it according to its interest. Baldiyati system by military dictator Gen Musarraf called as a Dissolution of powers, but actually it is a system which snatched the Provincial powers and strong the Federal list , the people who do elected by Baldiyati system , help the federal to select or choice lazy people to increase the federal dominance . Somehow it increases Education system in Rural areas but do not open clean track for coming generations. Correction and comments would be encourage... *******
